MINI-COMPETITION

Bloom’s public sector customers will bring a requirement who will work with them to build a high-quality specification. Bloom will then work with the customer to create a shortlist of suppliers from their Marketplace for their requirements. This is done by searching the marketplace for suppliers with the required capabilities, discussing the opportunity with potential suppliers, then shortlisting with the client. A short tender is released to the shortlisted suppliers for their response and the highest scoring supplier is awarded the contract.

This process typically takes 23 days to get a contract in place.

DIRECT AWARD

Under the terms of NEPRO, Bloom’s public sector customers can make a compliant award directly to any supplier. The supplier engages with the public sector body about their services through usual business development channels and if the buyer wishes to appoint them then this is done by contacting Bloom who will initiate the direct award process.

This typically takes 13 days to have a contract in place from initial contact.

BLOOM’S 5% SUPPLIER MANAGEMENT FEE

Bloom believes that transparency of pricing is vital for successful partnerships. Consequently, the Bloom marketplace has a flat fee of 5%, which is paid by suppliers on the successful completion of each milestone. The total price of the project, and all milestones before it is initiated, including all-expense, is made clear from the outset. Bloom’s milestone payment process means their customers only pay for what has been delivered to the desired standard. The 5% fee represents outstanding value for money:

Average 11-18% saving vs proposed budget

Significant time and expense saving not having to run OJEU process - use your resource more effectively

Dedicated category expertise, specification libraries and support to define requirements and outcomes

Outcomes-based SoW and milestone payment process ensures you only pay for what is delivered

End to end procurement management, increasing efficiency of internal teams

Full contract and milestone management means visibility of the total price of the project and all milestones before it is initiated - no more land and expand
